Norway:

v   In 1936 Norway developed the world's first per se law, making it an offense to drive with more than a specified amount of alcohol in the body.

v     Rules are stringent: .02% is the threshold for BAC violation.

v     The minimum drinking age varies: for beer it is 18 but for liquor it is 20 years of age.

v     Penalties are progressive, and include fines, driver's license suspension, or permanent revocation. Interestingly, fines are based on an individual's income and can amount to 10% of annual earnings!

Probation Programs Implement Breath Test Fee, Become Financially Self-Sufficient.

Many probation and rehabilitation programs are struggling with decreased funding, while being expected to maintain or even increase the number of clients being served.  As a result, alternative funding sources are being increasingly developed to create self-supporting, fee based operation.  A reasonable fee-per-test breath alcohol testing program is quite easy to implement.

 A common condition of probation is to require random breath testing of clients.  Some agencies now charge up to $15 per breath test.  Even if an agency is not currently set-up to conduct the tests, the cost of starting a breath test program, including equipment and training, can be less than $1,000.  Therefore, initial costs can be recovered in a matter of weeks, and the program can be self-supporting and revenue generating from that point forward.
