Mandated vs. Non-Mandated Testing
DOT Mandated Employee Testing. The U.S. Department of Transportation mandates alcohol testing for safety sensitive positions within the transportation industry (trucking, rail, aviation, etc.). DOT regulations require alcohol testing based on reasonable suspicion, post-accident, return-to-duty and follow-up. The requirements for employee alcohol testing are defined in the DOT 49CFR Part 40.
Non-DOT Mandated Testing. Businesses and public agencies have good reason to establish their own drug and alcohol testing policies. Worker alcohol impairment is a larger national problem than drugs. Alcohol abuse is a pervasive on-the-job problem in all industries especially retail, hospitality, manufacturing, and construction. Workers under the influence are a danger to themselves and to the safety of others. Alcohol impairment increases absenteeism and insurance premiums. It drains on productivity and the bottom line.
Non-regulated testing practices are determined by company policy, local state laws and trade union agreements. Many organizations implement programs similar to DOT mandated businesses because the DOT protocol is well documented, proven and fair. DOT regulated companies often have distinct and separate testing programs for their non-mandated employees.
